How they differ

Cinema gets away with 24 FPS because of the projector shutter trick: each frame is flashed two or three times (a 2-blade or 3-blade shutter) so the screen refreshes at 48 or 72 Hz even though new image content appears only 24 times per second. That hides the gaps between actual frames and trades visible stutter for softer film-motion blur baked into the physical stock. Console 'quality mode' at 30 FPS can't do that trick - each frame renders with minimal motion blur and is shown once. So 24 FPS movies feel 'cinematic' while 30 FPS games feel 'slow but smooth.' A console in 'quality mode' chooses 30 FPS precisely because the GPU can't sustain 60, not because 30 is the intended artistic frame rate.
